In Idlib, northern Syria, there are tens of thousands of armed extremists and militants of the moderate Syrian opposition and three million civilians. The region borders Turkey.
Russia supports an advance of the Syrian army into the area. Turkey is the protector of the Syrian opposition and has transferred its own military to the area. At a tripartite summit with Iran on September 7, Erdogan and Putin had been unable to agree on a common line.
